That's odd.
But I will look into it and see what may be the problem.
I thought that only if you had a certain numbers of videos you could increase to more than 15 minutes but in the new account I have created it allowed me to increase right away. I haven't test it yet but we'll see.
Now, for u to have an YouTube account you need to create a Google mail.
UPDATED: I found the problem!
Here's what YouTube says:
"Why am I unable to have the upload limit increased on my account?
We are only removing the limit on video length for users who have verified their account is active and in their control via SMS, as well as for users whose accounts are in good standing, meaning they have no copyright or community guidelines violations. Content ID global blocks on even one video will lead to removal of this privilege."

I guess the only way of for you to increase is to create a new account, increase and then upload videos.
I understand the copyright laws but when it comes to videos which are more than 5 years old, is a step back.
At least one of your videos was blocked so YouTube doesn't allow you to upload more than 15 minutes. And probably it pays a closer attention to your videos and that's why it blocks more. But I think that creating a slide before the clip or put something else in the beginning may trick YouTube. But you would have to try... we never know.
You have uploaded a lot of videos Cotton and as a Jim Carrey fan like you, I'll be forever thankful so if you need any more help... Let me know.
